Noel graduated with the BEng (Hons) Mechanical Engineering degree in 1997 and awarded the Doctor of Philosophy (PhD) in Mechanical Engineering in 2001 both with Northumbria University. He joined Northumbria University as an academic in 2003 after a period of employment as a TCS (KTP) Associate at the National Centre for Product Design and Development Research (PDR) Cardiff Metropolitan University. He has held various roles as an academic since 2003 such as Year Tutor, Module Leader, Recruitment Tutor, Centre for Excellence in Teaching and Learning (CETL) Associate, Programme Leader, acting Principle Lecturer responsible for Student Recruitment for the School of Computing, Engineering and Information Sciences and Director of Learning and Teaching.

His teaching responsibilities included taught modules on mechanics, energy conversion systems, interdisciplinary projects, individual projects and professional skills to BEng (Hons) and MEng Mechanical Engineering and BEng (Hons) and MEng Product Design Engineering programmes. Noel was also the Programme Leader for the work‐based distance learning MSc Professional Engineering programme and Module Leader for three modules on this programme from 2007‐2018.

Noel's most notable research and enterprise developments have been in the degradation of marine coatings in water ballast tanks, utilising nano‐fluids for heat exchangers and micro channels, developing reliability based maintenance (RBM) for the land transportation industry and the application of mixed method research in a variety of sectors. His pedagogic research expertise is on student feedback, assessment for learning and work based learning.
