Visiting Professor Mike Leonard has been awarded the British Empire Medal (BEM) in the King's Birthday Honours List 2026 for services to Policing.

A respected business leader, educator and volunteer police officer, Professor Leonard, pictured, has combined a distinguished 50-year career in manufacturing and construction with an extraordinary 47 years of service to West Midlands Police as a Special Constable.

As a Visiting Professor at Birmingham City University (BCU), he co-leads the Centre for Future Homes, bringing together industry, academia and policymakers to address some of the biggest challenges facing housing, construction and the built environment.

Through his work with BCU, he has helped strengthen links between the University and industry, supporting innovation, skills development and the creation of more sustainable homes and communities.

As a Special Sergeant with West Midlands Police, Professor Leonard has made a significant contribution to policing across the West Midlands, particularly in Solihull.

Alongside his full-time executive career, he has dedicated thousands of evenings and weekends to policing, crime prevention and community engagement.

Throughout his service, he has championed partnership working and community-led approaches to reducing crime and supporting victims.

His leadership and commitment have had a lasting impact on local communities, while also inspiring many Special Constables who have gone on to become full-time police officers.

Professor Leonard began his professional career as a management trainee before progressing to senior leadership roles and becoming managing director of several major building materials companies.

Today, he serves as Chief Executive Officer of the Building Alliance, representing businesses across the construction sector and championing skills, innovation and industry collaboration.

Professor Leonard said: "I am deeply honoured to receive this recognition and dedicate it to the thousands of Special Constables who give their time to help make our communities safer.

“I am extremely lucky to have the opportunity to play a part in the wider policing family and continue to fulfil my passion for helping others.

"This has only been possible through the fantastic support of my wife and family, to whom I am eternally grateful.”
